"Jack Evans, D-Ward 2 and chair of the finance committee, said the council had erred in changing the rate in the first place, that “using vacancy as our guiding principal is fraught with problems” and that it was time to “put the focus where it belongs, on blight.”  Brown, chair of the economic development committee, acknowledged that there had been unintended consequences of the vacant rate. “The idea was not tax [residents] higher because they can’t sell their house,” he said."
